| 2 of 3 pets survive Des Moines house fire - Des Moines Register Posted: Des Moines, Ia. — A cat was killed and two dogs survived a house fire Monday evening on Franklin Avenue. A neighbor and passer-by thought there were also people in the house and briefly attempted a rescue, but only the animals were inside. The Des Moines Fire Department was called to 1619 Franklin Ave. just before 6 p.m. Records show the house is owned by Thomas Scott Jr. and Jennifer Scott. Fire officials were attempting to contact the residents after the blaze was put out. Amanda Brown, 20, of Des Moines called authorities after she drove by and saw smoke coming from the house. She waited at the scene while firefighters put out the fire. "I was worried about them," Brown said of the people who live there. Kyle Palimore, 18, of Des Moines saw the fire from his home two blocks south. He hopped fences to offer assistance. He and another man tried to enter the home from the front door, but it was locked. They went around the back, but the smoke kept them from going inside. The cause of the fire is under investigation, said Des Moines District Fire Chief Dan Burke. He estimated there was $30,000 worth of damage. | Commissioners consider ban on tying up pets outside in Palm Beach County - Palm Beach Interactive Posted: By Jennifer Sorentrue Palm Beach Post Staff Writer Palm Beach County dog owners may no longer be allowed to tie up their pets and leave them alone outside. Palm Beach County commissioners today will consider changing a county-wide rule that now partially restricts the practice. Instead, animal control officials will ask them to approve an all-out ban. Rules approved by the commission in 2003 prevent owners from tethering their animals outside between the hours of 10 a.m. and 5 p.m. year-round. Under the proposed changes, dogs or cats could not be tied up at all, unless someone is with the pet. Those who violate the rules will face hefty fines. If approved, the tethering requirements will be put to a final vote on March 15. The meeting begins at 9:30 a.m. and will be held at the county's governmental center, 301 N. Olive Ave., West Palm Beach.
